 Changing submitted report

If a club secretary who wasnt at the game submits a result sheet before discussing with the team manager and they have given the referee a mark way above what the manager wanted is it possible to change the mark and add a report?

if a mark has been given and the person who gave the mark wasnt at the game it hardly seems to me to be a fair marking system,,,,surely the person has to be there or is he just guessing,,,,,about time we did away with club marks they are a waste of time,,,used to be a team that marked 60 for loss 70 for draw and 80 for win,,,,

If the person that gave the mark wasn't at the game, then the mark surely is invalid.
